ELECTION SUPPORT CENTRES TO BE ESTABLISHED DURING THE CONDUCT OF 26TH JULY POLLS

During the Conduct of the 26th July, 2018 Polls, the Commission will establish Election Support Centres in Districts where the elections will be taking place. Election Support Centres are situation Rooms were Officers can monitor key activity areas of the poll day and in turn provide near to real time periodic reports on progress towards the completion of ‘election milestones’.The Centres serve as an early warning system that supports key election activities before, during and after the poll day.Preparatory Training and Briefings for Election Support Centre Staff took Place from 19th to 20th July, 2018 in various Districts where elections will take place.The ESCs monitor compliance and adherence to the electoral process Act in the conduct of elections, identify threats to the peaceful conduct of the polls and deliver timely and relevant remedy to threats and issues that may arise.The ESCs will also coordinate activec interaction of field contacts for efficient conduct of by-elections in order to enable the Commission to be fully updated on the progress of qqpoll activities in the fieldThe Concept of Election Support Centres was first initiated during the 2016 General Elections and Referendum with technical support from the International Foundation for Electoral Systems (IFES).During the 2016 General Elections and Referendum, the Centres proved effective in monitoring activities and facilitating the provision of quick interventions in areas where threats or challenges were identified. The Centres where further used in the conduct of the Chilanga Parliamentary By-elections which were held on 5th June, 2018.The Commission has prescribed Thursday 26th July, 2018 as the date on which to hold the Mayoral elections in Lusaka and Council Chairpersons’ elections in Chilanga, Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli districts. The Commission will on the same date hold by-elections in Chachacha, Lwambazi, Kangwena, Kanongesha, Kanyama and Looma wards.The Mayoral and Council Chairpersons’ elections have been necessitated following the death of Lusaka Mayor, Mr. Wilson Chisala Kalumba and the death of Chilanga Council Chairperson Mrs, Maria Malila and the declaration of Chasefu, Chipangali, Kasenengwa, Lumezi, Lusangazi and Chifunabuli as districts by the President of the Republic of Zambia.The By-elections in the six (6) wards have been necessitated by resignations and deaths of Councillors in the named wards.
